Tobacco Curing Barn Retrofit/Replacement Program

Reasons for form rejection and return mail to applicant:

Reasons for recalculation: Suggestions FAQ’s $65 million is committed for disbursement. We have not done this before so that remains to be determined. Much will depend upon the completeness and accuracy of the submissions. We are shooting for a two-week turn around from point of application receipt in Raleigh to point of check mailing. This will not be known until payments are processed, however with $65 million currently committed it shouldn’t happen this year. We will address that at the time that happens. The industry has requested that farmers be required to accomplish retrofits before the 2001 crop to get price support. As of this date that requirement has not happened. The intent is for FC member producers who have "Out of pocket" expenses for complying retrofit/replacements to be reimbursed. (See above) A tax ID number is an individual’s Social Security number. There will be a multi-tiered inspection program whereby tobacco barns will be visually inspected to determine that an equipment installation has taken place. You will not be able to claim those expenses under this program, except for certain incidental materials costs that may be needed for self-installations You can get paid for out of pocket expenses but not your own labor. NO. There is no project provision for this. YES! Yes. Call Stabilization for a "Request for Membership" form. We will mail it to you. Upon our receipt of your $5.00 check and a properly completed form we will issue you a membership. NO! Checks will only be issued to FC members. We will do a computer match of the FC number to the name on file. Only one payment will be made per barn. If you sell a used barn, for which you filed a reimbursement claim, and another applicant applies for reimbursement for it that applicant must have a valid Seller certification containing the Seller’s TAX ID #. We will check Seller’s ID’s against reimbursement claims. If you have an open claim we will deduct it from you or we will not pay the second claimant. For barns sales accompanied by a seller certificate, you should deduct sales proceeds of $3,000/barn for complying barns sold up to Aug 31, 2000 and $2,600 for complying barns sold thereafter or the sales proceeds you received if less. Only deduct sales proceeds for used barn sales for which a seller certificate is issued. Producers have the right to get copies of MQ24’s that they are producing. If FSA cannot reproduce a copy for you, the only acceptable replacement will be a dated statement on FSA letterhead from the FSA county office dated and signed by the FSA CED stating that "The MQ24 that is identified in this statement is not available to be copied. The following named producer _____________________is the ______(year) producer of ____________ effective quota pounds of farm #_____ (state) ________ (county) _________ farm #. This is the original farm # issued on MQ24 for this crop year." The only currently known method to convert stick barns is to reinstall flues. If seller certifications are issued for those barns then they are presumed compliant and are eligible.
